Organizational By Laws
Section 1.0. Purpose of Organization
1.1 Inception
Responsible Alcohol Retailers of Weld County (RAR of
WC) represent a group of on-premise and off-premise alcohol retailers
in the Greeley and Weld County community that has responded to
an increasing need to reduce the level of underage drinking in
our community. Based on the data developed through the Colorado
Healthy Kids Survey it has become evident that a systemic and
effective approach to reducing underage drinking was needed in
our community. The Weld County Colorado Prevention Partners has
responded by convening alcohol retailers to draft a Code of Ethics
designed to prevent access of alcohol to underage individuals
and prevent high risk drinking behavior among patrons of legal
drinking age (21 years and older).
1.2. Code of Ethics
The RAR of WC consists of 8 practices by which active members of the Responsible Alcohol Retailers of Weld County are expected to abide in the serving and selling of alcohol. They are as follows:
1.2.1.
We diligently check ID’s to ensure that we do not sell alcohol beverages to any person under the legal age (21). Our employees will all be trained in how to validate the authenticity of ID’s and other specialized topics as needed.
1.2.2.
We encourage designated drivers as well as public transportation and community ride programs for all on-premise and off-premise customers who may be at risk of exceeding the legal limit for alcohol intake or show behavior of being intoxicated.
1.2.3.
Our employees are and will be trained in how to identify individuals who are demonstrating visible behavioral cues or intoxication, and we will not sell or serve alcohol to those individuals.
1.2.4.
We follow the rules and regulations of the Colorado Department of Revenue Liquor Enforcement Division, and support local liquor enforcement officers and liquor codes.
1.2.5.
We will conduct our business in a tasteful and responsible manner that align with the best interests of the residents and the surrounding neighborhood.
1.2.6.
We will use advertising, promotions or drinks specials in our establishment that promote responsible consumption of alcohol in a respectful manner.
1.2.7.
We require and promote alcohol awareness and education within our establishment.
1.2.8.
We are community members, neighbors, taxpayers, parents, contributors to local charities and proud to conduct business in Greeley and Weld County.
1.3. Role of Weld County Colorado Prevention Partners
RAR of WC is a self-regulated group that is assisted by Weld County Colorado Prevention Partners in the coordination of meetings, and projects. All decisions derive from RAR of WC members.
Section 2.0. Members
2.1. Definition of Active Membership
All alcohol retailing establishments in the Greeley and Weld County area are welcome to sit in on RAR of WC and participate as members. RAR of WC members are required to adhere to following regulations to maintain active membership status.
2.1.1. Code of Ethics
Each establishment must have a signed Code of Ethics on file with WCCPP. The management and staff of each establishment are expected to be aware of the Code of Ethics and adhere to its tenants.
2.1.2. Regular Meeting Attendance
At least one representative from each establishment must attend 75% of the meetings that are held annually. Attendance records are maintained by WCCPP and are available for review by the public upon request.
2.2. Benefits of Members
In addition to the satisfaction associated with doing good business in the community, other incentives to establishments maintaining active RAR of WC membership includes the following:
2.2.1. Recognition by Greeley Liquor Licensing Authority
RAR member who receive a non-aggravated liquor violation the Greeley Liquor Licensing Authority may advocate for a lesser penalty. This penalty break is only valid in a disposition such as a stipulation agreement and only for first time offenders.
2.2.2. Staff Benefits
Discounts at other RAR member establishments are available to the staff of fellow RAR members. Discounts vary by establishment i.e. ideas for discounts: free food, no cover charge
2.2.3. Education and Training
Member of RAR of WC will have access to a variety of training for staff members. Best practices: responsible vendor/beverage server training. Liquor laws and a variety of other trainings will be provided at no cost to RAR members.
2.2.4. Community Recognition
Community recognition will be provided by RAR of WC through newspaper articles, advertisement, placards and signs that may be displayed at RAR member establishments.
2.3. Regulation on Membership
When an individual member is failing to adhere to the requirements for active RAR membership, the offending establishment will be asked to discontinue participation in the group via a letter and will no longer be recognized as an active member. A RAR of WC review board made of members may be beneficial.
3.0. Meetings
3.1. Meeting Schedule
Meetings are held on the third Wednesday every month from
3pm – 4pm.
3.2. Meeting Location
Meetings are hosted by RAR members at their respective establishments. Notes on meeting discussions will be taken by a member of the Colorado Prevention Partners present at the meeting. A copy of the notes will be circulated via email within a week of the meeting date and a record of the minutes will be maintained by CCP-WC.
4.0. Voting Procedures
At this time there are not voting procedures, but RAR reserves the right to negotiate
and develop such procedures in the future.
4.1. Conflict of Interest
No RAR member may vote upon a matter coming before that body in which he or she has a direct financial interest. Immediately upon becoming aware that such a conflict may exist, a member must disclose the existence of the potential conflict to the remaining members, withdraw from further deliberation on the issue, and refrain from voting on the matter. Any such disclosure and withdrawal shall be fully documented in the organization minutes.
5.0. Committees
At this time there are no committees, but RAR reserves the right to assemble committees in the future.
6.0. Officers
At this time there are no officers, but RAR reserves the right to elect or assign officers in the future.
7.0. Revision to Organizational Bylaws
Upon general consensus, active RAR members may vote to make revisions and amendments to this document. An annual meeting will be held in July of each year with review the Bylaws.
